QUESTION: What is the general aim of the project?
ANSWER: The aim of this Trust Fund project is to strengthen the effectiveness of PRISMA by aiding approximately 1,850 redundant military personnel, as well as their families and dependants, categorized as “high risk” by the MoD to reintegrate into productive civilian life. 
This project should be seen in the context of strengthening the stability of civilian society, and not only as a purely military or defence-related project. Go Back


QUESTION: What is IOM’s role in the project?
ANSWER: The role of IOM is highly important in ensuring that the focus of this project is on human security and social and economic development.  Providing alternative livelihoods for redundant military personnel based on individual needs and expectations will be achieved by creating a sustainable reintegration structure (micro-credit system) capable of assisting redundant military personnel in becoming active and productive members of their communities. Eligibility

QUESTION: Who is eligible for assistance?
ANSWER: In principle, all military personnel dismissed after 1 January 2005, who are registered within the PRISMA programme and referred to the NTF through lists produced by the MoD / PRISMA are entitled to NTF assistance. Application to IOM NATO Trust Fund assistance is voluntary. Go Back


QUESTION: How will I prove eligibility? 
ANSWER: You need to submit a termination or pension certificate. Go Back


QUESTION: What happens if I am discharged since 1 January 2005, but my data do not appear in the referral lists provided to NTF by the MoD?
ANSWER: You should contact the nearest MoD Regional Resettlement Centre (RRC) in Belgrade, Novi Sad or Nis and point out the issue. All names and data will be compiled and passed to the Ministry of Defence for (MoD) for approval. Go Back

QUESTION: When can I register for assistance?
ANSWER: The registration process started in November 2006 and it is still ongoing. Go Back


QUESTION: How will I receive information about the registration process?
ANSWER: You shall be informed about the steps and procedure:

  • by direct mail at your private address
  • by consulting the NTF web site: http://www.iomntfserbia.org
  • by consulting the advisors of the IOM NTF and/or MoD PRISMA programme in regional resettlement centres (RRC) in Belgrade (Central Army Club, Brace Jugovića 19), Novi Sad (Futoška 26) and Niš (Army Club, Sinđelićev trg bb, 4 floor). Go Back

QUESTION: How can I register for assistance?
ANSWER: Since you register at the PRISMA Programme you will receive the PRISMA/IOM registration card. As further step, you need to fill in a registration form and return it in person or by mail, e-mail or fax to the nearest IOM NTF office.

QUESTION: What is the aim of the PRISMA/IOM registration card?
ANSWER: This card is going to be used as a proof of registration and evidence of assistance received from the PRISMA and/or IOM NTF programmes. By showing this card at the PRISMA/IOM offices, beneficiaries can receive precise and update information about the status of their application, assistance available to their specific needs as well as check their data as inserted in the IOM/NTF database. QUESTION: Where can I register?
ANSWER: You can register at the nearest IOM NTF office in Belgrade, Niš or Novi Sad, from Monday to Friday, in period between 9.00 a.m. and 5 p.m.

QUESTION: Do I need to submit some documents in order to be registered?
ANSWER: Yes. Please bring one photocopy of the following documents:

  • ID card
  • Pension certificate, i.e. termination certificate
  • In case of other income: certificates as proof of this income
  • Certificate evidencing number and age of children, if applicable
  • Certificate from the  National Employment Agency that  a spouse  is unemployed, if applicable
  • Disability certificate, if applicable
  • Rental contract or other evidence of housing
  • Evidence of debts, if applicable (loans, agreement concluded with bank)

Please take note that originals will be needed as well, but ONLY for verification and it will be returned to you! Go Back


Assistance

QUESTION: What type of assistance is available to project beneficiaries?
ANSWER:  Following types of assistance are available to project beneficiaries:

  • Business creation
  • Business expansion
  • Salary support
  • Financing courses that will increase your employment opportunities

The IOM NTF assistance is envisaged to be disbursed through:

  • Grants in the amount up to €1,500 (available for generating self-employment opportunities in start-up businesses, salary support and financing courses) and/or
  • Interest-free micro-loans in the amount up to €3,000 with 12 months repayment period (10 equal instalments and two months of grace period (available for generating self-employment opportunities in existing businesses or start up businesses).

This type of assistance will be implemented at the later stage.

Concerning the business creation and business expansion assistance, please take note that IOM NTF financial assistance will only represent 50% of your business cost needs. You are obliged to cover the 50% costs remaining from own resources in-kind or in cash, from your own resources. In-kind contribution should consist of existing assets such machines, equipment or vehicle. In cases where such assets are not available, works to be carry out by the beneficiary will be accepted as in-kind contribution (e.g. renovation of business premises). This practice is aimed at maximizing beneficiary ownership and commitment to his/her business endeavour. Go Back


QUESTION: May I get assistance in cash?
ANSWER: The IOM NATO Trust Fund does not provide cash assistance.  The payments for equipment, goods, service, training or salary support will be disbursed directly to supplier (selected among at least three bids), i.e. employer or educational institution, depending on type of assistance. Go Back


QUESTION: Are there any priorities among the available types of assistance?
ANSWER: No. Everything depends on your interest, available family funds and business idea. Go Back


QUESTION: Do we receive only one kind of assistance, or we can choose more?
ANSWER: You ca n receive a combination of assistance as long as it does not exceed €1,500 per a grant.
For instance: Course/training + Business creation assistance = €1,500 or
Course/training + Salary support assistance = €1,500

QUESTION: If I received a grant, can I get another once after some time?
ANSWER: No. You can get a grant only once. If your business comes out as successful and prospective, business grant will give you further access to a maximum €3,000 individual micro-loan. Go Back


QUESTION: Once repaid my first micro loan, can I apply for another? (Please take note that micro loans are still not operational)
ANSWER: After your loan has been completely repaid, you can apply for the next one. Go Back


QUESTION: Can I apply for business creation or business expansion assistance if I have part ownership in a company?
ANSWER: You can apply and get assistance ONLY if at least 51% of the company capital belongs to you. Go Back



QUESTION: If I register a joint company with my colleague, also redundant military person, how much money we can get?
ANSWER: IOM NTF encourage a joint application but each application will be assessed individually by the Joint Review Panel. You can pool your grants/loan resources in order to increase the value of investment.  Condition for such pooling is that at least 51% of the business capital (existing or to-be-established) is held by a physical person registered in the PRISMA programme. QUESTION: Can close members of family use the IOM NTF assistance?
ANSWER: Yes, if it refers to business creation or business expansion assistance. The company can be registered on the name of the spouse and/or children as long as the redundant military person is involved in the business.

NTF assistance in form of salary support or financing course can not be used by close family member. Go Back
