IOM-NTF/PfP General Criteria for Financial Assistance

According to the IOM presentation held on 1 December 2005, ‘high risk’ individuals (as agreed between IOM and MoD PRISMA) were defined as people who:

have only military education (i.e. no civilian education)
are middle age (i.e. over 40)
do not receive a pension (or not a full pension)
are not entitled to army housing and don’t have own housing
are the only income earners in their family

In accordance with these criteria, applicants for technical assistance will be ranked according to these factors. A score will be assigned to each applicant based on each of these factors. The higher the score, the more the individual will be considered ‘high risk’.

The individuals with the highest scores will be treated with priority, in particular with regard to grant assistance (versus loans).
