"PRISMA"

PRISMA Programme – Summary

Vision of Program is to provide:
Complex solution of social problems of redundant military personnel
Social adaptation of redundant military personnel to civilian life
Economic integration in non-military structures
With intention to adopt this method of redundancy as a model for future

Mission of programme is to provide:
Support to redundant military personnel that is going to arise  during reform of Ministry of Defense
Development of sustainable system in the future with emphasis on military carrier that can be anticipated

Prisma is conglomerate of 11 programmes which are covering all categories of redundant military personnel during reform of Ministry of Defense. The realization of following programs has already started:
Program of training, prequalification into civilian occupation
Program of motivation courses (One day, presentation of all Prisma programs, information about current situation with employment, testing abilities, skills, capacities)
Program of providing information regarding small and medium entrepreneurship (Immediate help to people who are willing to start their own business)
Program of media support (Addressed to all potential stakeholders and public)
Program of counseling and assisting/searching for new employment opportunities (Trough cooperation with National Employment Service, Chamber of Commerce, consulting services to people willing to start their work in civilian life)
Program of severance provision (Severance should be set by the decision of Minister of Defense)

Still in progress:
Employment in other governmental institutions (Employment in border police or other institutions that have need for specific skills of military personnel)
Self employment credit program (Based upon decision of Minister of Defense)
Crediting subsidizing employers (Credit support without interest rate or under favorable conditions to employer who wants to expand his business. Condition is to employ redundant military personnel)
Getting employment at known suppliers and business partners (Program should provide employment at MoD suppliers and business partners which would be finalized trough special contract)
Loaning of premises (Military object could be given free of charge for limited period of time to individual or groups of redundant military personnel willing g to start their business activities. The idea is to help them start their businesses and latter when business becomes sustainable to charge rental services)

Activities that are going to follow are:
In the are of prequalification, to continue with prequalification of NCOs and civilians
To create “Guarantee fund” that would support employment of redundant military personnel
To create business incubators, where redundant military personnel would be able to develop their business activities with help of expert services
To equip RRCs with all necessary equipment necessary for sustainable work
To intensify media support and marketing activities regarding program

Conditions necessary for successful realization of the program


Program is being implemented under extremely difficult and complex conditions. This program is facing a lot of challenges, among which most important are:

  Challenges outside MoD
High unemployment rate, in Serbia there is 980.000 unemployed workers which is 1/3 of population able to work
Tendency of growth of redundant workers in the process of restructuring of commerce, current redundancy is around 300.000 workers
Lack of investment funds
Difficult conditions for credits, high interest rate in general (12-15%)

  Inside challenges (within the MoD)
Planed cut of military personnel in 2005 – 9.300 people (3.200 officers and ncos and 6.100 civilians)
Massive social problems for more than 24.000 of military personnel with housing problems, a lot of them are the only employed member of the family
Lack of financial funds for realization of the Prisma program. It is dedicated 23.5 million of Euro for financing of social issues in this year, but hat is not enough for the rest of the elements of program, so Prisma is depending on donations.

It is expected that around 2.000 people will have right to go to pension; around 2.500 people will be taken care of by transferring to other institutions (border police, civilian protection service etc.). Around 4.500 people will be unemployed, 1.000 officers and NCOs and around 3.500 civilians. Our target is to provide assistance to these people by helping them to find employment. It is stated in current law that these persons should receive 12 salaries, which will cover some of their needs.
